How can a person (Virginia Code) have the Right of Way when they are illegally passing on the shoulder of the road in which the lanes of travel are stopped due to a traffic signal? My son was involved and charged in an accident.

I have a constant pain (over 4-5 years) in my right shoulder. It feels like a knot is under my shoulder blade.
